Chrysalis has provided counseling since 2009 and has been an approved IDCMP and aftercare provider since February 2013. We understand that being required to complete IDCMP can feel overwhelming, stressful, or confusing. Our role is to help you navigate the process with clarity, professionalism, and a grounded, supportive approach—while ensuring all state requirements are met.
What Is IDCMP?
The Impaired Driver Care Management Program (IDCMP) is a state-required program for individuals charged with or convicted of impaired driving offenses. The program is designed to promote public safety while helping participants better understand the factors that led to impaired driving and reduce the risk of future incidents.
At Chrysalis, IDCMP is not about judgment or punishment. It is about accountability, education, and providing tools that support safer choices moving forward.

IDCMP fees are set by state rule, so every approved New Hampshire provider charges the same fees. You do not need to shop around. Providers may collect them at different points in the process, but the fees themselves are the same.
Case management is monthly and continues for as long as you are in the program, so your total depends on your individual length of time in the program. We go through the full cost with every client before they start.

Out-of-State Offenses and Programs Already Completed
Many clients either have their offense in another state, or have a New Hampshire offense but completed a program somewhere else. Both situations can be worked through with us.
Offense in another state
When the court, DMV or agency supervising the case is in another state, we can often be the program the client completes.
- Massachusetts: clients arrested in Massachusetts are generally required to complete a program referred to as 24D or 24Q, depending on the offense. We have the client sign a release of information at intake, we send monthly reports, and we communicate directly with the client's assigned probation officer, and Massachusetts accepts the program on that basis without the client enrolling in a Massachusetts state program.
- Vermont and Maine: in Vermont the program is called IDRP and in Maine it is the DEEP program. These states ask for the out-of-state program to be reviewed and approved — in New Hampshire that review process is called an Out of State (OOS) Program Review. The other state enrolls the client for a small enrollment fee, sends us a release of information, we send that state the client's records, and that state then completes the client in their own state. The client does not repeat the program.
- Other states: in states such as Florida and Colorado the client signs a release of information at intake, the state allows the client to complete from their home state, and we follow that state's minimum requirements. Colorado requires 52 weeks of counseling, and we build that requirement into the client's service plan.
Program already completed in another state
If a client has already completed a program in another state, they should tell us what they completed and where.
We review it against what is still required, and we tell them plainly what remains — so they are not repeating something they have already done.
A release of information is signed at intake, we work directly with the other state's authorities, share paperwork, and provide the reporting that state requires, so the client does not have to repeat or repay for services already completed.
Every state is different and we confirm each client's own requirements with them individually.
This applies to clients located out of state as well, because our staff are licensed in New Hampshire, Massachusetts, Vermont and Maine and can see clients across state lines by telehealth.

- • Bachelor's-level CRSW counselors who are IDSP-approved providers earning hours toward LADC licensure

- • SAP licensed and certified counselors
